The palette file should consist of the follwing VDU commands:-
19 0 16 R G B - Desktop colour 0
... - Desktop colours 1 to 14
19 15 16 R G B - Desktop colour 15
19 0 24 R G B - Border colour
19 0 25 R G B - Mouse colour 0
... - Mouse colours 1 & 2
19 3 25 R G B - Mouse colour 3
The default (in hex) is:-

Its easy enough to make it up in Zap if required.
