Also some websites are hosted on servers that host multiple sites, which
may also be on the blacklist.
 
By using a dns query tool, I was able to remove hundreds of ordinary
sites from the blacklists before I posted them.

        Okay, I applied the Banned Ads Site Starter Pack, one of our
users can now no longer go to www.georgianavigator.com , when I disable
the Site and Content Rule that was created the site is available yet
this site in not in the Destination Set.  
         
        My question is what is the best way to troubleshoot this so I
can determine which site in the destination set is preventing access??
        
         
         
        I had the same problem with several sites involving either one
of the three "packs".  I had to disable them all.
         
        Since all sites are identified like *sitename.com in the XML
files, I tried to modify them all to *.sitename.com.  I taught that,
maybe, ISA would become confused.  No luck there however since after the
change, I still can not access sites that are by no means (that I can
see) related the the web sites listed in the XML.
         
        Like Sean, looking for answers... :-)
