"Access the web" is a bit vague.
What protocols does it use?
Have you watched the ISA logs to see how IS handled the requests?

Subject: [isalist] Help Please!

Hello ISA Guru's,

How can I allow a certain application (say 123apps.exe) to access the web? This
application is accessing a particular server over the web and we submit
critical info thru that server. It cannot connect to the internet. This happen
when I install FWClient on the user's workstation. Without/disabling FWC, the
application works fine. Is there something I missed?

Thanks,

Art
