Easy. Instead of just denying, use a redirect to an internal site that gives them a page that says something like: "your current Internet activities are in violation of company policy <blah>. If you continue trying to access this site from your company-owned resource, you will permit a positive change in this company's available headcount." ..or something like that. Maybe a little shock through the keyboard? Actually, from the emails I get from the server, everyone has to try a blocked site at least 3 times before they actually believe they can't get onto it.
