Next time you visit a rural village in India, try
opening up any .html webpage on a dial-up connection
(say BSNL). It will be *pathetically* slow (in the
order of minutes). I have seen this in the outskirts
of Tiruchirapalli, Karaikudi, and Erode. So, you can
imagine how much time it will take for any CMS to
load.
Why rural village, go to any town and use the Internet
connection and see it to believe it.
Your idea of having speeches recorded is good. But,
the methodology to spread it would be to burn it in
CDs, and courier it to towns/rural villages.
Professional courier is very much affordable and it
reaches remote places in few days time. Cds4grabs
(temporarily down in chennailug wiki) is a good
example.
