It depends on whom you are refering to as colleges. In
Chennai city, there are mostly Arts and Science
colleges, and I haven't worked with them much to know
about their Internet connection. Maybe an Arts and
Science student in this mailing list can shed light on
the connection and speeds.
Most and all engineering colleges are in the outskirts
of Chennai. If you go down south, they are again in
the outskirts of a town. It doesn't matter because the
Internet speeds aren't very different between towns
and rural villages. They are slow.

The OP was targetting students in rural places.
The other approach would be to broadcast the podcast!
Anna University, Chennai has on-campus radio
broadcast.
Kongu Engineering College, Erode also have their own
FM radio station.
