The CC licenses are irrevocable. This means that once you receive material
under a CC license, you will always have the right to use it under those
license terms, even if the licensor changes his or her mind and stops
distributing under the CC license terms. Of course, you may choose to
respect the licensor’s wishes and stop using the work.

Here, the publisher did not revoke the CC license.  They are changing from
CC-BY-SA to CC-BY-NC-SA which is of new type.

1. Will the contents already published by them remain under CC-BY-SA or
will it come under CC-BY-NC-SA ?

2. Suppose if the existing contents can continue with CC-BY-SA, then, can
the new contents come under CC-BY-NC-SA ?
