Now, I will describe the problem in more details.
NPTEL is one of the most ambitious project developed by IITs/IISc which is
funded by MHRD, Government of India.
This project license was changed to CC-BY-SA in the year 2012 as insisted
by MHRD (MHRD insisted that, all public funded projects should be licensed
under CC-BY-SA and not under CC-BY-NC-SA). So, initially NPTEL which was
licensed under CC-BY-NC-SA was changed to CC-BY-SA.
Now, today evening, the license was again changed to CC-BY-NC-SA.

(have a look at the bottom of the page. Today morning it was displaying
as CC-BY-SA and in the evening it has changed to CC-BY-NC-SA).
I don't understand how the change of license from CC-BY-SA to CC-BY-NC-SA
is possible.
