Legally Changing license is not possible by anyone.
as i understand (as not law professional)
the owner of the work (e.g. software) can change the license at any time
([1][2]).
but as written under [2], "licensees may continue using it according to
the license terms for the duration of applicable copyright and similar
rights."
means, yu can use the work, made before the license change, further
under CC-BY-SA.
but changes on the work, made after the license change, must use the new
terms.
since software often consist of a lot of different parts, having
different license models (GPL, ...), changing the license model of
products are rather complicated. so maybe the change could be ilegal?
so if yu worried about the NC (means yu like to make money?), i suggest
definitely to involve a professional. but also, don't feed the sharks :)
NC is not so bad.
or maybe ask the owner for changing to GPL?
cc-by-sa :) stof
