Dave, I have always defined my bottom side test vias with a padstack type of thru or blind/buried then only add the test pad feature to the End Layer / Soldermask_Bottom sections in the padstack. Once the padstack is defined like this it will allow you to assign it as a bottom side test pad in Test Prep.
