Yes, but you'd have to connect every time you wanted to send then
disconnect.
Here's a scenario for you. How would you handle this?
You have been at ACB or NFB all week getting your mail on your icon. Now,
you download your mail just before you leave for your flight home so you can
read it on the plane. On the plane, you read and reply to a few messages.
You can't send immediately because there  isn't any wireless on an airplane.
You can put them in the outbox just like always.
Now, you get home to where you have wireless. You want to send your
messages, but you don't want to pick up the perhaps 50 to 100 messages which
arrived the entire time you were flying home.
What do you do?
On a braille note, you could go into the email program and then exit. You
would be asked if you wanted to send the messages in your outbox. If yes,
you can then connect and just send those messages without receiving any new
ones.
With the icon, would could have been done was this:
On exiting the email program, If the outbox contains messages, ask the user
if he/she wants to send the mail contained there. If so, send, but don't
receive.
Another option would be:
Add a number to the menu which would just say "send mail"; not send
immediately: just "send mail. This option might only appear in the menu if
the outbox contained greater than zero messages. Otherwise, it would not
appear.
Send immediately is nice, but only if you reconnect each time you want to
send email; or remain connected the entire time you are going through your
email. 
That only works if you have wireless access.
Is it possible, Levelstar, to replace the send immediately with an option
which would check to see if the outbox contained greater than zero messages
and if so, offer to send them?

Not really; you can still choose to just put the message in your outbox;
that's still an option just as it always has 
been.  Also, you can disconnect once you're done sending.
