I would think so.  I talked with Tom Hansen <thansen1@xxxxxxx> when I
negotiated my "deal" and he seemed to have a copy of the agreement that
he checked to verify my argument.  Tom is the Manager of Computer
Acquisitions in IS, so I would think that he has a copy.  Moreover, he
probably helped negotiate/approve it at some level.  

Tom is a very nice guy and is trying to do his job the best he can. 
That is, he is trying to protect UNL from law suits and help students at
the same time.  We may disagree with the solution, but we should
separate that from the people trying to do their job when we discuss the
issue.  Many department computers have MS software installed without
licenses for the software.  This is illegal and makes the University
liable.

My position is that if you choose to use software that requires a fee
and comes with a license agreement, then you should pay the fee. 
However, if you do not use the software or have already paid for the
license, then you should not be *forced* to pay twice for the same
software!
