I personally think from a usability standpoint that this is a very bad idea.
First of all, how many times do you actually need to use the trashcan in a
given day? Also, Apple did something similar with Mac OS X and people hate
it. A majority of users actually move the deskbar to the edge of the screen
to put it where it once was (lower right corner of the desktop in the case of
MacOS). Dragging isn't much of a problem either since you can just hit Delete
on the keyboard and to have files transfered to the trashcan.
