It's part of Haiku, and comes with the base distribution - but it only 
runs on Haiku (and BeOS, if you have that).
SVG format is not the best for icons, as Icon-O-Matic can apply many 
tricks that makes the files smaller, and more suited for icons (like a 
level-of-detail filter for smaller icon sizes). However, Icon-O-Matic 
can also import SVG files, so if you have problems starting with it, 
you can play around with it using icons you've done with your known 
software tools.
