Nobody started a vote yet. People were just giving opinions and discussing.

I am not aware of any formal voting procedure, so I just took Humdinger's "Do you think it is time to vote?" as an actual call to vote, as I think did those few people who casted their votes towards the end of the thread. Now it looks like I misunderstood, so let me ask:

Is there a formal procedure to start and conclude a vote? Is it documented anywhere?

If the answer is no, I think we should come up with one and we should document that online so that we all know what the rules of engagement are. This will help avoid this kind of misunderstandings and make the discussion leading to a vote process a smoother one.
