Yes, In fact, on Windows you have no option but to extract the plugin dll to
a separate file.  Windows won't load a dll from inside an archive (Windows
references dlls by their filename).

So "Plugin files must be bundled into a single file on the filesystem" is
not possible on Windows.

One alternative would be using a 'real' folder/directory ( 1 per plugin ).
