If I had the chance to setup a new one, I would just make it the 76 counties
without any qualifications. And change the D/T rating downward. Part of the
appeal of the current one is that the D/T reflected the difficulty of meeting
the requirements. It is one reason why I am not willing to change the rules
to conform to the old guidelines.
