It's funny.but, when I had my cache out there, they just told me to place it 
and make sure it wasn't buried. After Xitaqua went there, they had a policy 
in place. Mine has long been archived. We put on huge scouting events in the 
park, some as large as 700 people, and they never had a problem with my 
cache. I think that Xitaqua might have helped write the policy or at least 
had some input. They did place a cache shortly after that.
