I agree that the 2 CIN solution seems to be the "cleanest" and use the
least CPU resources.
You may need to play with the INHOPT setting for the "true" CIN to get the
right action on return-to-normal.
You could also connect the "false" CIN to the MA of the "true" CIN and
force the block to manual (with MANALM=0, of course).
You could hard-wire the field devices in series to provide a single DCS
input (but then you lose the individual values).

block) if one CIN block is TRUE AND another CIN is FALSE. It is easy to do

Not using a CALC, CALCA, LOGIC block? I am asking because in one system I
have a lot of such CALCAS and this is getting resource hungry. best
