To add to Al's information, true.... when you telnet to your mail server...
which is on your LAN... using its public domain name.... and based on your
network design.. most often the  traffic would be routed out of your LAN and
then back in again... making the firewalls think that it is a spoof attack
and block the traffic. 
Instead do a simple telnet test from within the LAN... using the Local
Private Host Name.. or the Priovate IP address.. this should tell you if
your SMTP service is working fine in the first place.

If you're attempting to connect from a machine internal to the network
(relative to the firewall) then it's likely not going to work.  Many
firewall configurations prohibit internal hosts from contacting external
interfaces of the firewall for security reasons.

I was able to telnet earlier in the week, but am not able to right now. i am
getting the following error message:
Connecting To mail.cityharvet.org...Could not open a connection to host on
port 25 : Connect failed

The exchange server is not open to accept internet mails directly, they go
through a firewall first.

Jen,
Did you test to telnet to your mail server and send a mail to a recipient,
this should help you to identify if the delays are caused at your server or
at the ISP side.
One more thing, is your Exchange server open to accept internet mails
directly, or are you using your ISP E-Mail server to relay all incoming
mails to you

i have another example...here it is. but also, i haven't been getting any of
the exchange list discussion threads like i usually do. what lies b/w the
sender and my exchange server is the isp & firewall. I have checked the
firewall and all the configurations are correct. i even had the manufacturer
of the firewall double check it for me. they say all is clear on the
firewall side. i have a call into my isp, have not yet heard back yet. here
