I think it's a very bad idea for the council to ask for a copy of your bank statement.

I am not sure that the security of the council's computers can be good enough to hold someone's bank statement securely -- they are short of money and computer security requires security experts -- not only in setting up the system but in constantly vetting it as security holes become known and criminals use them.

It would be useful to know if the other acceptable documents can be used for identity theft.

information. They must have a system which shows that I have lived in
this house for 15 years. They have electoral roll, council tax,
residents parking records etc. Its not like I haven't ordered visitor
permits before either. Surely the only record they need is to keep a
log of how many visitor permits a household buys in a year? It'll be
blindingly obvious if someone is abusing it.

I shall wait for my visitor permits to arrive and then I will contact
the council to ask how I can be sure they are treating my personal
information confidentially. Should be fun.
