I would expect that line to have problems if %2 contained spaces.
And, as someone else said, you shouldn't be trying to write files into
the root directory of C:\ - it's prohibited (unless running as Admin)
as it's the kind of thing malware tries to do.
I also wondered if when called from Ovation Pro, whether either of the
arguments already has its value enclosed in quotes?
It might do no harm to sanity check the values of %1 and %2 before you
use them.
