Roger, I wouldn't dispute that local Bands weren't asked
or advised of military projects in the heat of WWII, but
CP and CN were certainly aware as everything for the
Alaska Highway project was shipped by rail to Dawson Creek
via the NAR. In the same context the NAR shipped the
materials for the strategic pipline to a refinery in
Whitehorse from the NWT via Waterways (Fort McMurray) AB.

The Alaska Highway was being built by the Americans, on Canadian territory for 9 days before Canada gave it's permission to start construction on Canadian soil. I originally thought it was a bit longer but research tonight proved me wrong.
