Roger, I wouldn't dispute that local Bands weren't asked
or advised of military projects in the heat of WWII, but
CP and CN were certainly aware as everything for the
Alaska Highway project was shipped by rail to Dawson Creek
via the NAR. In the same context the NAR shipped the
materials for the strategic pipline to a refinery in
Whitehorse from the NWT via Waterways (Fort McMurray) AB.

Canada was when the local natives and or their representatives wrote
Ottawa
asking why no locals were hired to work on the new road being built

IIRC, some American railroads were built into western Canada before
government permission was given but I'm not 100% sure about that.
