Anyway, as I'm approaching the one-year install of my windows system, Im
noticing it is slowly getting eum.. slower! You may delete your
temporary internetfiles, but it wont help much. You can always do a
defrag to increase speed a little bit, and there a lot of other things
you can do, like cleaning up sysbckup and help directories under windows
(not advised), or deinstalling all the software you dont need, etcetc. 
But the best you can do is reinstall. Period. Nothing beats the speed
limit like a fresh yummy reinstall! :-)  Be sure to look up all the
software you need to reinstall (I personally have the original files on
a seperate hard-disk), and backup your personal data. And if you are
reinstalling, try a different approuch to your harddrives. Reserve a 1GB
or more disk as the C: drive, with only (I repeat ONLY) your windows on
it. All your programs and data go on other disks. That way, you can
safely wipe c: (be sure to back-up your favourites and email), and
reinstall. After that you just reinstall your other programs (if needed)
over the original locations on your other hard-disks.
