It is 5,000 AGL. So, if the runway is 4,000 feet above sea level, then the restriction is 9,000 feet.

It is impossible for IYP (or even a real pilot) to land a jetliner on a runway with an altitude 100 feet above sea level, being 18,000 feet on base. It's completely insane. well, i'm totally sorry if this sounds like a complaint, but i can't understand the restriction on the visual approach that has been recently added to
IYP.

In some parts of the world, the altitude of runway even reaches 4000 feet (take tehran for example), and the mountains and buildings around the area makes it impossible to descend to 5000 feet first then execute the visual approach.

taking a come fly with me session for example, i even had to execute the visual approach when i was 40 miles out from the airport, so while we were
approaching the entry point i  had to gradually decrease my altitude.
the new ristriction makes this situation impossible, and you can't literally land without crossing the airport for several time to get into the required
altitude.
