Hello Hadi,

The restriction is enforced on jetliners - not on G/A aircraft.

It is impossible for IYP (or even a real pilot) to land a jetliner on a
runway with an altitude 100 feet above sea level, being 18,000 feet on
base. It's completely insane.  If you are 12 miles from the airport, and
you're not down to an altitude of less than 5,000 feet, you'll never make a
landing in a B738. There's no need to execute a visual approach 40-miles
from the airport unless you're flying VFR. A commercial aircraft never
flies VFR.... they always fly IFR. Thus, it is the responsibility of ATC to
get you onto base at a suitable altitude.

I hope this clarifies the situation and reasoning behind the changes.
