Hi Rick,
My guess would be politics of some sort. Illinois has gotten to be very
political when it comes to government contracts, but that is just a guess.
I only know that Illinois has a contract with them.

I am wondering thing about the library situation. Why Utah? I can
understand Colorado using them, since they are right next door, but
neighboring states have libraries.
Perhaps, it is because Utah has a relatively small population.
