Since the rating for a book to be validated is a subjective one on the part of the submitter, it may not be accurate or it may be caused by a new submitter who hasn't yet figured out how to use the system; this may be particularly true since the fair rating is the first seen. New submitters need to understand that this is not a rating from Bookshare but is simply offered along with the other possible ratings for the submitter to check. Might I suggest that you download them, take a look, and if they really are in the shape that warrants a Fair that you reject them because they'll take too much work to fix and should be rescanned? smile That way someone else like me, who finds it so difficult to reject, won't spend an inordinae time on fixing them, and maybe the person will learn to submit books in better condition.
