The free matter for the blind law has really been tightened over the past years. I don't think you can send print material to anyone using free matter. You can, though, use the bulk book rate that is available to anyone and isn't too bad. Ask at your post office or the info is probably online. Actually, I just went to the post office web site www.usps.gov <http://www.usps.gov/> and they do have the information about bulk mailing or media mailing which covers books, but it was too complicated for me to figure out. I'd just ask at the post office. If I was going to send something to the bookshare address, I think I would first list the name of a blind recipient at the bookshare addie.
