9 and 10 use a different method of downloading. In case you are not aware when
you click on download you should hear a sound if your speakers are on which I
am assuming they are. At the end of the web page their will be a dialog box
giving you the opportunity to open or save a file. If you tab to save and down
arrow you can choose save as which gives you the ability to place the file
where you want it. Hope this helps a bit. Like I said before, I've had much
more trouble with ie 9 and 10 and that is why I sometimes will use Firefox.

I am using IE 8 and I on a windows XP Student Version Laptop and I seem to
download just fine. My dialogue is comming up so just some f y i.
