Why can certain people not download the publisher quality books? I'm quite
confused.

Perhaps there can be an option a user sets in his or her "my account"
to show or not show books a user cannot download. Then the search
will work for checking for the existance of a book but the titles I
cannot download will not show up unless I want them there.
