While I am a lot closer to Buckeye than you, it is still a long drive for me

I wish I could attach photos on this forum. I'd need to upload them to 
my website and then link to them. But they sure look like mercury vapor 
fixtures to me. My original post didn't get into the details of what she 
has already tried, which includes all of what you suggested. She thinks 
there's some kind of "conspiracy" between the HOA building crew that set 
up those lights and the public officials that are dragging their feet
