I find it interesting that you pointed to the Cibola National Forest in New 
Mexico. I have spread ashes in the Sandia Mountains. This was done after 
contacting the Forest Service in Albuquerque. As long as it was a private 
affair and used “common sense”, they didn’t have a problem. But definitely no 
monuments! And stay away from water and the high traffic areas … Maybe they’ve 
changed their minds since then? Or maybe public policy and what they care about 
don’t quite match? Probably some idiot did something that forced them to take 
an official stand. I personally think their idea that spreading ashes "creates 
a permanent occupancy of the land” is a bit of a stretch. Peeing in the woods 
would have essentially the same effect. 

The Coconino National Forest doesn’t have any explicit info on the spreading of 
ashes: https://www.fs.usda.gov/main/coconino/passes-permits/other

Coconino does have permit and special requirements for large groups though (> 
25 people). So if you were planning on inviting every astronomer in the state, 
they’d probably care. But if you kept it private to family and close friends, I 
doubt they’d care. But since I don’t speak for the Forest Service, your results 
might be different.
