Janet - the blank para's don't achieve anything in and of themselves. They
just make it more likely that when you (or another writer) go to add text
after a heading you will start in one of the blank para's rather than
putting the insertion point at the end of the heading and hitting return. As
Melanie describes, the problem occurs because of the hidden bookmarks Word
inserts around the heading when you first cross-ref it. Therefore, you need
to get into the habit of putting the blank para's in before you cross-ref to
the heading (and as you never know which headings these will be, just put
blanks after every one you create). It helps if you use heading styles that
define the next para as body text, so you don't end up with blank heading
paras.
