If you are not running an administrator account, I don't know if you can
install the program. However, some files ask for administrative rights
even if you are running the computer as an administrator. Try running the
installation file as an administrator, if you can. When you are on the
filename, open the context menu and see if run as administrator is one of
the items in the context menu. If it is, press enter on it and see if
the installer, which should start to run, is allowed to install the
program.
Also, you don't have to install the program. I haven't looked into this,
but there is a portable version of the program. Perhaps it is available
from the developer's web site. I think you can use it even if you can't
run the computer you are working with as an administrator.
