Having a track selected is not enough. You need to have at least one track
and a time range selected, otherwise all the audio in the project is
selected. I presume that you didn't have a time range selected.

I'm trying to figure out how this concept may have affected the split
tracks behavior of applying everything to both tracks rather than a
single channel. In all those previous cases, I had at least one track
selected, which should have stopped Audacity from selecting audio on
the other unselected
tracks.
