Hi Gary,
when one of the scrubbing keys is pressed, the initial key down starts the
playback, and any additional key down events before the key up event are
ignored. In other words, if keys didn't repeat when held down, scrubbing
using the keyboard would not be affected. My understanding is that Jaws
sees the key events before Audacity.

If you are using the Jaws screen reader, and its typing echo setting is
set to characters, which is the default, then if you press and hold down
one of keys for scrubbing, you will hear the name of the key being repeated
while you scrub. To avoid this, you can temporarily set the typing echo to
none. To do this, press Insert + 2 until you hear the word none, and use
the same keystroke to set the typing echo back to characters.

Of interest to screen reader users include the ability to scrub using the
keyboard, and the removal of the audio position control from the selection
toolbar. The audio position control is now in a separate Time toolbar,
which is placed after the Selection Toolbar. So you just have to tab a bit
more to get to the audio position control.
For those using the current version of the Jaws script, the keystroke to
read the audio position does not work with the release candidate.
It would be good if some of you could give this release candidate some
testing,
