A fair point but difficult to model at this level; simply lumping overhead
into everything that is  below the cost of goods sold is a conservative
approximation for this sort of analysis.

Those numbers are for an aerospace company, not a gas station.  You need
to remember that Peter's comments are implicitly prefaced with, "When depot
usage becomes common enough that the economics become similar to a gas
station..."
