Seeing this discussion and thinking laterally I wonder whether something
could have got into the fan and stuck, in which case Alan's experience of
it resolving could be because it cleared.
It's not a direct parallel but I've had the problem with the fan in cars
when something gets ingested (piece of leaf, pine needle or whatever).
It's hard to visualise how a large enough fragment could get drawn into a
PSU fan, but maybe not impossible.
