The whistle might be due to the fan blades passing close to something 
static close to the fan. If that's the case, spacing it away could fix it.

My feeling is that even if the fan is running poorly then because the
motherboard/CDROM/USB hubs take relatively little power I'm unlikely
to get overheat issues so I'll live with it.
