Nothing there to do with NetSurf. It was one of the first
places I looked.

When you switch on the computer, before doing anything else, open a task
window and type 
*show Netsurf$Dir

This will show you which copy of Netsurf is being booted at start up, it's
location may give you a clue as to why it is being booted.  However
knowing it's location will allow you to delete/move it to another location
which will stop it running at start up.
