I have Reporter anyway. I can't believe that I didn't think
to run it!
NetSurf *does* appear in the section headed:

I've attached the relevant section of Reporter's output to
save limiting it by Pluto's width setting for sending
emails.
Although I see it, I can't draw any conclusions from it.
Perhaps someone with a younger and more agile brain can
explain it to me.
