It would be instructicve to find out under what section of the DPA the bank
and /or London transport are relying to avoid assitng your friend.
While I apreciate safeguards are necessary, surely ths is a case in which
the DPA is either being misunderstood or the act does not make such
provision( in which case a legal challenge could be raised on the grounds
that the DPA may be causing unintended conequences).
having said that I do hope a solution emerges that will be of practical help
to your friend.
