I sometimes wonder whether people use the DPA as an excuse not to help

And I’d be interested to know under what circumstances the Data Protection Act
would trump the Equality Act, and when the Equality Act would trump Data
Protection act.

It would be instructicve to find out under what section of the DPA the bank and
/or London transport are relying to avoid assitng your friend.

While I apreciate safeguards are necessary, surely ths is a case in which the
DPA is either being misunderstood or the act does not make such provision( in
which case a legal challenge could be raised on the grounds that the DPA may be
causing unintended conequences).

having said that I do hope a solution emerges that will be of practical help to
your friend.
