It's not just 'kind of true'.  It's absolutely true.

I have thought of writing a Windows service app which will run on the PC and detect when an NVDA pen is plugged in. But there's not point, Because NVDA costs nothing you could install it on a thousand PCs for about the same cost of one Jaws licence.

Nowadays Windows will not allow applications to autostart from a
replaceable drive.

Even the commercial screen-readers rely on a service running on the PC
to start the reader.

Supernova has the Dolphiin autostart service and Jaws has another
version of the same thing.
