I wonder if this is one of those cases where individual Customs offices make
local arrangements?  Think this used to happen in relation to the charging
of VAT on PC packages which, for example, included a screenreader.    

Agree that it would be better if a definitive answer were in place -although
the answer may well be that, strictly, current regs don't give any room for
VAT exemption.

The one thing that should happen with this affair is that there should be
equity. We can either obtain complete or partial VAT exemption, or we can't.
