Is this a true VAT exemption or just something Apple has decided to do?

This all sounds a bit ridiculous.  I'm all for us getting VAT exemptions on
as many things as possible but why should an iPad be exempt simply because
it features an accessibility option?

A few days ago the RNIB wouldn't let me have a VAT exemption on an article
of hi-vis clothing to stop me getting run over...or tayzered.
