Hi, I think it's because unlike Virgin Media, for example, Sky doesn't provide 
any kind of line rental, nor does it provide cable services, so I guess one way 
around this is to require users signing up to their broadband service that a BT 
line is necessary. I know there's Virgin Media and other companies offering 
their own line rental, but it must be a fierce competition out there, and since 
90 odd percent of us are on BT, Sky might as well use the most common 
denominator. Hope this helps.
