Hi Colin,
I get these calls all the time, even with the Telephone Preference Service
set up.
The American caller got through to your number but due to a short time delay
he didn't know if he was talking to a person or machine.
He hung up once he found out it was an answering machine.
It was pointless you saying Hello back to him as it was just a recorded
message.
These people should get a life or stick to pestering people in their own
countries.
